Dozens of final results released in support of HELCOM Baltic Sea Action Plan in Russia

​​​​​A concise of all the finalized findings, data and recommendations is now released, presenting results of the on implementing the HELCOM Baltic Sea Action Plan (BSAP) in Russia. The EU-funded HELCOM wraps up after two years of work, with a focus on three priority areas of the HELCOM BSAP: eutrophication, hazardous substances, and biodiversity and nature protection. Within BASE, monitoring activities to support and measure the implementation progress within the abovementioned segments have also been carried out. The print is available at HELCOM Secretariat, and all the , as well as full reports, through the website.  Key outcomes and recommendations:EUTROPHICATION – Agriculture Outcome: The implementation of a manure handling plan for Kaliningrad region will reduce the entry of nutrients into the environment from animal/poultry manure – nitrogen by 20–30% and phosphorus by 15%, which is equal to 1,100 tonnes and 210 tonnes per year, respectively.Recommendation: Use all cattle and poultry manure as organic fertilizers in agriculture in Kaliningrad.EUTROPHICATION – Scattered settlementsOutcome: An estimation of the nutrient inputs from scattered settlements according to their different sizes as per HELCOM recommendations (mainly up to 300 persons and 300-2,000 persons).Recommendation: Establish guidelines on best available solutions and technologies for better waste water treatment of small settlements in Kaliningrad & Leningrad regions  BIODIVERSITY – Marine protected zoneOutcome: The application is ready for submission to the Ministry of Natural Resources and Environment of Russia, with the aim of legal status granted for the extension of the protected zone between Lithuania and Russia. Such an extension will contribute to the ecological coherence of the marine protected areas’ network.Recommendation:  Establish the extension for marine protected zone in Curonian Spit BIODIVERSITY – Luga salmonOutcome: There is a decline observed in wild salmon population in the River Luga. The main reason for the decline of wild salmon is unreported catch, the report states.Recommendation: Support the survival of wild salmon in river Luga, Leningrad region, by establishing an effective management plan HAZARDOUS SUBSTANCES – PharmaceuticalsOutcome: The currently employed waste water treatment processes are insufficient for the anti-inflammatory drug diclofenac and much ends up in the Baltic Sea with a probable negative effect on living organisms.Recommendation: Continue to research the pharmaceuticals in urban waste water treatment. HAZARDOUS SUBSTANCES – MicroplasticsOutcome: The results of this study show that the WWTPs may operate as a point source of microplastic litter into the aquatic environment. However, the reduction of the microplastic load is also remarkable in scale. Recommendation: Investigate more the amount and types of microplastic litter in waste water of St. Petersburg HAZARDOUS SUBSTANCES – Oil terminalOutcome: Explicit recommendations to the authorities in charge are included in the report along with the Environmental Management Plan. Through the implementation of the Environmental Management Plan a 98 % reduction in the present oil discharges to the River Pregolya is expected.Recommendation: Upgrade physical, chemical and biological waste water treatment processes, and install new oil pumping wells along the pier in the Kaliningrad port oil terminal HOT SPOTS – Hot Spots inventoryOutcome: An analysis and conclusions on the different conditions for removing the 12 Russian hot spots examined  from HELCOM’s list.Recommendation: Submit application for removal of three Russian sites from the HELCOM Hot Spot list HOT SPOTS – Vistula lagoon and Curonian lagoonOutcome: Multi-stakeholder transboundary regional meetings gathered together participants respresenting Lithuanian, Polish and Russian authorities, practitioners and researchers to discuss practical problems, results of different studies, possible solutions and directions of joint sustainable use of water resources in the Curonian and Vistula Lagoon regions. Recommendation: Speed up the work among relevant Russian authorities across sectors for developing a plan to improve the environmental status of both of the lagoons in cooperation with Poland and Lithuania. NUTRIENT MONITORING Outcome: Nutrient data of previously unmonitored tributaries of rivers Neva and Pregolya is available in HELCOM Data and Map ServiceRecommendation: Improve data collection concerning the actual nutrient load from point sources in Russian catchment, concerning river Neva and its tributaries; and elaborate a monthly monitoring scheme in Kaliningrad region.The studies confirm that more than a half of the total nutrient load to the Gulf of Finland, about 110 thousand tonnes per year, comes with River Neva. The new results also indicate that the share of St. Petersburg in pollution of River Neva is less than 10 %, and that more than three quarters of the nutrient load via Neva to the Gulf of Finland originates from Lake Ladoga. INDICATORS Outcome: 31 HELCOM-CORESET indicators were analysed by Russian experts in the Russian part of the Gulf of Finland. Tens of Russian experts and consultants were involved in the work,, which has been a major step forward in developing the experts’ network to participate in HELCOM’s activities related to the development and implementation of the indicators.Recommendation: Secure the active participation of Russia in the operationalization of HELCOM core indicators PUBLIC AWARENESSRecommendation: Ensure that the awareness and involvement of the general public is maintained on the necessary actions to restore the good environmental status of the Baltic Sea ​ >>* * *>>

More pollution load data ready from Russian part of the Baltic Sea catchment

​​​Polluting nutrient loads entering the Baltic Sea from and regions have been assessed and quantified by the HELCOM . The studies confirm that more than a half of the total nutrient load to the Gulf of Finland, about 110 thousand tonnes per year, comes with River Neva. The new results also indicate that the share of St. Petersburg in pollution of River Neva is less than 10 %, and that more than three quarters of the nutrient load via Neva to the Gulf of Finland originates from Lake Ladoga. Contribution of Kaliningrad region to the nutrient input, excluding transboundary loads, is near 11 thousand tons per year both for nitrogen and phosphorus. All the new data is freely available in the HELCOM Data and Map .  By filling gaps in the nutrient load data from the Russian part of the Gulf of Finland catchment, the EU-funded HELCOM Project has helped to measure Russian progress in achieving the nutrient reduction targets in the HELCOM . The updated country-wise reduction targets were jointly agreed on in October 2013 (see table below), by all HELCOM member countries and the EU, to help reach a Baltic Sea unaffected by eutrophication by 2021. Monitoring is the basis for the formulation of policies as well as setting of priorities for cost-efficient actions to better protect the Sea. In the Project design, particular attention was paid to previously unmonitored tributaries of River Pregolya, Kaliningrad, and River Neva, Leningrad region. In Neva, the pollution load share originating from Lake Ladoga was more than 75 %. In the same region, the inspected transboundary loads through River Narva showed that over 80 % of nutrients originate from diffuse sources, namely the agriculture sector. Meanwhile in the Kaliningrad region, sampling and analysis covered the 12 tributaries of River Pregolya, the Kaliningrad city waste water discharge canal as well as the Matrovska canal, among others.  he recommendations of the Project state that the state monitoring programme of the Russian Federation should be further developed, suggesting a monthly monitoring scheme in Kaliningrad region and as per River Neva and its tributaries, to improve nutrient load data collection from point sources. All manure could be used as fertilizers in Kaliningrad region, Russia

All the processed animal and poultry manure in Russia’s Kaliningrad Region could be used as an organic fertilizer in the region, a by HELCOM concludes. Even if the animal or poultry stock would grow significantly, the produced manure will be in high demand as there is currently a shortage of organic fertilizers in the region. The report prepares for a long-term manure management plan which is ready for submission to the Ministry of Agriculture. he study was motivated by the need to identify measures for reducing the flow of nutrients into the Baltic Sea. Experts estimate that the implementation of a manure handling plan for Kaliningrad Region will reduce the entry of nutrients into the environment from animal/poultry manure – nitrogen by 20–30% and phosphorus by 15%, which is equal to 1,100 tonnes and 210 tonnes per year, respectively. The pilot activity under BASE Project was conducted by the State Scientific Institution North-West Research Institute of Agricultural Engineering and Electrification () of the Russian Academy of Agricultural Sciences with the support of . urthermore, the study identified several necessary measures to secure that the production of organic fertilizer from manure is both profitable and environmentally sustainable, to assist in the adoption and implementation of the manure management plan. For assisting each individual farm to choose the most appropriate technology, the farmers and stakeholders should use the on-line database of technologies, machines and equipment for manure processing at . Decision-makers should take advantage of the decision-making guidelines developed based on nutrient (nitrogen and phosphorus) balance calculation, on farm level as well as on regional level. Less polluting nutrients to the Baltic Sea is the goal of a proposed manure management plan to the Ministry of Agriculture in Kaliningrad, produced by the HELCOM BASE Project.

Agricultural cooperation becomes easier between Russian and English speakers

​Less unnecessary ambiguity in international cooperation regarding agriculture, livestock and manure management is now possible, thanks to the newly published translation of a large by HELCOM . Glossary of Terms on livestock and manure management will help to standardize terminology and also assist in international exchange of experience and results, in science, technology and policy frameworks alike. Photo: Harri Huhta / MTT.The Glossary supports in a concrete manner HELCOM’s efforts in joint regional work for sustainable agricultural practices within the entire catchment area. An example of such regional work is agreeing in the to establish national standards, by 2016, for nutrient content in manure.  “Many projects cooperate with Russian experts on agricultural issues. Terminology is sometimes very technical and small nuances can even change the meaning of a concept. We are grateful to the original authors for the permission to translate the Glossary and benefit a wider group of experts”, says Saija Vuola, BASE Project Manager. The translation was made as part of a larger cooperation between HELCOM BASE Project (Implementation of the Baltic Sea Action Plan in Russia) and the State Scientific Institution North-West Research Institute of Agricultural Engineering and Electrification (SZNIIMESH) of the Russian Academy of Agricultural Sciences. SZNIIMESH is preparing a long-term manure management plan for Kaliningrad region as commissioned by BASE.  The Glossary was first compiled in 2003 at the request of Kuratorium für Technik und Bauwesen in der Landwirtschaft (KBTL) and Research Network on Recycling of Agricultural and Industrial Residues in Agriculture (RAMIRAN). Less ambiguity in international cooperation regarding agriculture, livestock and manure management is now possible, thanks to the new translation of a large glossary in Russian by HELCOM BASE Project.

Seeking further solutions for less nutrient inputs to the Baltic Sea

​Better sewage sludge handling, which would improve phosphorus recycling and reduce its losses to the Baltic marine environment, as well as the monitoring results of phosphogypsum waste handling site in Wiślinka, Poland, have been key items in the of the HELCOM Land-Based Pollution Group (), continuing today in Gdansk, Poland. Since the early 2000s the LAND Group has been meeting yearly, to discuss actions to limit emissions and discharges of nutrients from land-based sources from the Baltic Sea catchment, including transboundary pollution. The Group involves the major regional actors including all coastal governments, EU, HELCOM Observers and other key stakeholders.  he 2013 HELCOM called for sustainable use of nutrients in the Baltic Sea Region. To respond to this call, the Gdansk Meeting 14-16 May is considering the draft HELCOM Recommendation on sewage sludge handling which is being prepared by Germany and Sweden. Waste water treatment sector generates vast amounts of sludge with high nutrient content that could be utilised sustainably with due environmental precautions. Having a set of specific requirements on sewage sludge handling would also respond to the topical issue of nutrient recycling. quot;In normal operation of a waste water treatment plant, the generated sewage sludge contains nutrients, micronutrients and particles that can be utilised on arable land for production of crops. Catching phosphorus from waste water is a sustainable way to save nutrient resources for farming. Sludge can be also utilized for energy recovery. Besides, if phosphorus from sewage sludge is not handled properly or collected for reuse, there is a risk of its leaking to the Baltic Sea”, says Leonid Korovin, Chair of HELCOM LAND Group.  The most recent information on phosphogypsum waste handling site in Wiślinka, Poland, was addressed in the Meeting yesterday. The Meeting welcomed the new plans to divert drainage waters from around the phosphogypsum waste stack back to the production cycle at Fosfory Plant in Gdansk that would reduce potential threat of nutrients leakage into the Baltic. The Meeting also invited Poland to submit the environmental review report in English to the Contracting Parties to ease the follow-up of national information provided at the Meeting. The joint Polish-Finnish samplings in the vicinity of the Wiślinka phosphogypsum dumpsite last year were a follow-up to the implementation of requirements of HELCOM Recommendation “Reduction of Pollution from Discharges into Water, Emissions into the Atmosphere and Phosphogypsum out of the Production of Fertilizers”. ollowing the decision by 2013 Ministerial Meeting to continuously assess potential significant sources of nutrient pollution on land e.g. industries, fur- and fish-farming, and when needed, address them with abatement measures and/or emission limits, the Meeting may consider which sector of industry/source, potentially contributing to nutrient pollution and eutrophication of the Baltic Sea, could be screened in a similar detailed manner than handling of phosphogypsum waste from fertilizer industry. New HELCOM Communication strategy adopted

The strategic direction for
HELCOM internal and external communication has been set and adopted by the
HELCOM Annual Meeting last Friday. The new has been prepared to better
reflect the main priorities of HELCOM work and to support its key function as
the provider of reliable and timely information, and it describes the basic
elements of HELCOM strategic communication such as goals and objectives, target
audience and messages.  mportantly, the new Strategy responds to the needs of streamlined HELCOM activities in reaction to inevitable changes in the realities surrounding and interacting with HELCOM key working areas. The achievements of the streamlining process will ensure an up-to-date, more efficient HELCOM in both internal processes and in its plentiful external relations. >

New pollution reduction targets for all Baltic States decided on today

​High-level decisions expected for a healthier Baltic Sea marine environment 3 October 2013, Copenhagen, Denmark – New targets for nutrient input reductions for the Baltic Sea per each Baltic coastal state are expected to be adopted today by HELCOM Contracting Parties, consisting of all the nine Baltic coastal states and the European Union, in the 2013 HELCOM Ministerial Meeting in Copenhagen, Denmark.  The targets will be an important part of the new Ministerial outcome which will set the overall direction for regional actions for a healthier marine environment of the Baltic Sea. Other major decisions expected today concern environmentally friendly shipping and, in particular, a joint proposal to apply for the NOx Emission Control Area (NECA) status for the Baltic Sea, as well as agriculture and more specifically, nutrient balanced fertilisation practices. A key focus of the Meeting is on HELCOM work to reduce nutrient inputs which cause eutrophication in the Baltic Sea. The HELCOM nutrient input reduction scheme has been subject to extensive review in the past years, for ensuring a solid scientific basis and a fair sharing of the reduction burden. Finally today, the updated, jointly agreed figures on maximum allowable inputs and reduction targets for HELCOM countries are put forward for adoptionThe substantial potential to reduce nitrogen oxide emissions from ships, if the Baltic Sea is designated with a special NECA status for the Baltic Sea, has led to preparing of a joint HELCOM application to the International Maritime Organisation (IMO). The timing of submitting the application to IMO for such a designation will be another major issue for the ministers. The intensive negotiations preceding today’s high-level gathering have also addressed agricultural practices in the region, such as applying nutrient accounting at farm level by 2018. Positive examples in some HELCOM countries may pave the way to decisions on nutrient balanced fertilisation across the whole region and less nutrient losses. Targeted and cost-effective measures on manure handling are also a part of the draft Ministerial Declaration. Other items waiting for ministers’ decisions today include an amendment of the Helsinki Convention which more explicitly calls for international response to pollution accidents on shoreline. In contrast to the established framework on response cooperation at sea, which has been in place since the 1970s adoption of the Helsinki Convention, such shoreline response has so far largely been a national matter. Furthermore, several decisions by the Ministerial Meeting would result in fewer pressures on biodiversity as well as improvements in the conservation measures for instance of species, habitats and biotopes.Since the adoption of the Baltic Sea Action Plan in 2007, this is the second Ministerial Meeting, following the Ministerial Meeting in Moscow in 2010, to assess the effectiveness of the Action Plan and subsequent progress towards Good Environmental Status of the Baltic Sea. The 2013 Ministerial Meeting relies on the assessing of how far the region has come in the implementation of HELCOM Baltic Sea Action Plan (BSAP, 2007–2021). This careful groundwork has also explored any positive trends and signs of decreasing pollution which could be observed as a result of the actions taken.  Out of all the measures and actions agreed in the Baltic Sea Action Plan, as well as following up the 2010 Moscow Ministerial Declaration, about one third of actions have been accomplished. Six out of ten measures have been partly accomplished or are still on-going with varying degree of implementation in different countries, and the remaining ten per cent are still to be initiated.Please note that the outcome of the Ministerial meeting will be summarized today for the press starting at 11.45 (CET+1hrs). Master blueprint ready for future regional actions for a healthier Baltic Sea

The Ministers of the Environment and High-Level Representatives of the nine Baltic coastal countries and the European Union, convened in a HELCOM Meeting in Copenhagen, Denmark today, have reached an agreement on a package of extensive actions and measures. This will open up new themes to be addressed in the protection of the Baltic Sea. After a year of negotiations, the new HELCOM Ministerial outcome expresses the ambition of the Baltic Sea region to become a model for good management of human activities and to steer regional actions for reaching a healthier marine environment for the Baltic Sea.  Today the Ministerial Meeting has adopted an overarching scheme for combatting eutrophication in the Baltic Sea. Within the scheme, each country commits to fulfil particular targets for reducing nutrient pollution, through measures addressing discharges and emissions from land and via air. The updated targets represent the best available knowledge and give guidance to sharing responsibility for reducing nutrient inputs originating from both HELCOM and non-HELCOM countries, as well as from shipping and sources outside the region.  Agriculture was singled out as a crucial sector for the success of reaching good environmental status of the Baltic. Regarding sustainable agricultural production, the Meeting agreed, among others, on measures that include annual nutrient accounting at farm level and environmentally sound utilization of manure nutrients to be achieved by the specific deadlines.  The future designation of the Baltic Sea as a Nitrogen Oxide Emission Control Area (NECA) under the MARPOL Convention of the International Maritime Organisation emerged as the main topic for negotiations among the Ministers. After lengthy negotiations the Meeting concluded by recalling the earlier commitment regarding the designation, and specified that it would lead to a reduction of nearly 7000 tons of nitrogen to the sea every year. The outcome further stresses that the achievement of the Baltic Sea unaffected by eutrophication relies on additional reduction efforts by shipping sector. The regional cooperation on preparedness and response to pollution especially on shoreline will now improve thanks to the adoption of an amendment to the Helsinki Convention providing the legal basis for HELCOM work. Furthermore, the new HELCOM Recommendation on airborne surveillance of illegal spills from ships enables more flexible border crossings of the patrol aircrafts, for more efficient gathering of evidence on environmental offenses.   The new Declaration also contains actions on Baltic marine protected areas. Some of them target fisheries practices with negative impacts in protected areas and others overall upgrading of the network of the areas. Furthermore, conservation plans for species, habitats and biotopes which are at risk of extinction will be developed.  New ways of biodiversity protection include a regional action plan for marine litter, to be developed within two years, as well as actions on negative impacts of underwater noise.  The Contracting Parties agreed that the implementation of all commitments in the declaration will be continuously reviewed by the Ministers. To support the continuous assessment of the state of the sea, the Meeting agreed on a new Monitoring and Assessment Strategy. Since the adoption of the Baltic Sea Action Plan in 2007, this is the second Ministerial Meeting, following the Ministerial Meeting in Moscow in 2010, to assess the effectiveness of the Action Plan and subsequent progress towards good environmental status of the Baltic Sea.  Out of all the measures and actions agreed in the Baltic Sea Action Plan as well as following up the 2010 Ministerial Declaration, about one third of agreed actions have been accomplished. Warming in the Baltic Sea region is expected to continue and alter the marine ecosystem

A recently released
on climate change in the Baltic Sea area looks into historical and more
recent changes in the region’s climate and changes that are projected
to take place in the future. The new assessment is an important
contribution to the ,
to be held next Thursday in Copenhagen, Denmark. Climate is an
important controlling factor for the marine ecosystem. The report
examines possible future changes in the Baltic Sea and explains what
future climate change may mean for the protection of the sea. he
report also contains proposals for action to counteract the expected
negative impacts from climate change on the Baltic Sea ecosystem. This
has been done to follow-up the needs for more stringent and
supplementary actions due to climate change indicated by the HELCOM 2007
and 2010 Ministerial Meetings Highlights from the report:-        The Baltic Sea region is warming faster than the Earth as a whole. On average since the late 19th
century the increase in annual average surface air temperature has been
0.11˚C per decade in the northern Baltic and 0.08˚C in the southern
Baltic compared to the global average of 0.05˚C per decade. The warming
is anticipated to continue-        Annual average sea-surface water temperature has increased
by up to 1˚C per decade since 1990 and a further increase of 2 to 4˚C
is projected near the end of this century. There will be a drastic
decrease in the amount of sea-ice cover and the length of the ice season
in the Baltic Sea if the warming continues as expected-        Precipitation during the past century has tended to increase in winter and spring
in the Baltic Sea region. Model simulations indicate that winter
precipitation could continue to increase during this century. Patterns
of river runoff tend to change considerably-        The volume of snow in the region is expected to decrease, particularly in the southern half of the region-        Sea-surface salinity may decrease
and the change may be largest in the region of the Danish Straits, and
small in the northern and eastern Baltic, and the smallest in the
Bothnian Bay-        Surface sea level projections
are associated with considerable uncertainty: mid-range scenarios
project a 0.6 m and high-end scenarios a 1.1 m sea-level rise over this
century-        Acidification that stems from increased CO
concentrations in the atmosphere has been slightly offset by an
increase in alkalinity; the decrease of 0.15 pH units expected for
marine systems from the increased atmospheric CO concentrations has been diminished by roughly 0.03 units due to increased alkalinity from the catchment area-        Changes in ecosystem structure and functioning
are expected as a result of climate change, warming in particular. Such
changes would include shifts in the ranges of species and distribution
of habitats, as well as a decrease of oxygen in the water-        Proposed actions to buffer the Baltic Sea ecosystem against the expected negative changes:
reduction of nutrient inputs to the maximum allowable levels, overall
reduction of human pressures stemming from activities such as shipping,
fisheries and construction activities, and lastly, the report proposes
strengthening of the network of marine protected areas so that it will

Towards a bio-based society: New cluster recommendations for more sustainable resource management in the Baltic Sea Region

group, has recently published a in which new recommendations are proposed for improving the
environmental condition of the Baltic Sea. HELCOM brought to the cluster the
knowledge and expertise obtained through the , , and projects. The cluster has acted
as a platform to harvest some most meaningful outcomes of a few major regional
projects, to effectively feed into the main objectives of the HELCOM’s Baltic
Sea Action Plan and, more specifically, to provide input to the The report “Sustainable resource management for a healthy
Baltic Sea” is released as a result of the work done under Baltic Impulse – a
cluster of fifteen partners representing nine environmental projects running
under the Baltic Sea Region Programme 2007-2013. All the partner projects try to
define and find ways to mitigate the environmental impact of different
anthropogenic pressures on the Baltic Sea, and to revise the common management
actions. The aim of the cluster is to ensure further use of outcomes of the
partner projects and to increase their visibility. Thus, both the
recommendations proposed by the partners of Baltic Impulse and accompanying more
extensive cross-project summaries draw on the knowledge and experience obtained
through the project work. Baltic Impulse will finalise in September 2013 after
one year of operationThe project recommendations, summarising the central points
of the work done in the cluster, constitute a vital part of the synthesis
report. They focus on two main areas: farm-based practices and public
management. As the ultimate goal, they envision a bio-based society with
conscious, well-informed and publicly involved farmers acting as responsible
managers, taking into account the environmental risks and possibilities embedded
in their agricultural practices.  Highlights of the reportAs a first thing to achieve a bio-based society, the cluster
partners suggest certain changes in public management with regard to farming,
especially focusing on the need for improved and more conscious planning as well
as increased involvement of the farmers. In particular, the Baltic Impulse
recommendations concern:Enhanced mapping of crucial parameters (e.g. nitrogen and phosphorus) for the long-time farm and public management.Popularisation of adequate risk assessment procedures.Implementation of the continuous farm advisory system.Active and knowledge-based involvement of the farmers in the betterment of the environmental state of the Baltic.Improvement of the governance frameworks to harmonise national practices and HELCOM requirements.The recommendations enlisted in the cluster’s synthesis
report describe also how the farmers should contribute to the protection of the
Baltic Sea. If advised and supported, they can apply environmentally sound
practices and far-sighted resource management on their farms. Advocated are
primarily:Good practices encompassing improved handling of fodder, fertiliser and, especially, manure.A radical alternation of the perception of manure, from waste into resource (“brown gold”).Refined treatment of manure, including e.g. retrieving and recirculation of nutrients that can lay the foundations for the bio-based society, integrating bioenergy production and improved nutrient management.
