IT Systems Administrator

The Baltic Marine Environment Protection Commission – Helsinki Commission (HELCOM) is an intergovernmental organization (Denmark, Estonia, the European Union, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden) with headquarters (Secretariat) in Helsinki, Finland, working to protect the marine environment of the Baltic Sea. We are currently seeking an experienced IT systems administrator to join us. The main responsibility for the administrator is to ensure IT systems in use at the HELCOM Secretariat run smoothly.  The successful candidate will be responsible, whilst being supported by external service providers, for ensuring the availability of IT systems and public online services provided by HELCOM Secretariat (HELCOM website and its subdomains, HELCOM Meeting Portal, HELCOM data services such as HELCOM Map and Data Service, HELCOM Metadata catalogue, and other thematic data portals running on ArcGIS Enterprise platform).

HELCOM subcontracts many of the IT related services and therefore, one of the main responsibilities is to manage the service portfolio, act as the contact point for the subcontractors as well as prepare and follow up the contracts. Further, the development of IT related services considering HELCOM needs is an important part of the role. The role also includes overseeing overall aspects of IT security and management of IT services critical to the functionality of HELCOM’s public and internal services. This role involves a broad spectrum of responsibilities, including software license management, server environment monitoring, procurement of IT equipment and services, and providing technical support to Secretariat staff.

Responsibilities

The IT systems administrator will be the focal point for the Secretariat in relation to IT services and will manage contracted IT services provided to the Secretariat.

The main tasks include:

  • Ensure availability of HELCOM Public IT services, supported by a service provider;
  • Overall responsibility for cyber security, supported by a service provider;
  • Managing contracts and vendor relations in IT-related procurements;
  • Managing licensing and certificates related to HELCOM Public IT services;
  • Monitoring and management of server environment used for HELCOM Public IT services (online data services);
  • Setting up and configuring user accounts, required software and end user equipment for employees;
  • Technical support for Secretariat internal document management tools (Office365, Sharepoint, Customized PowerApps/Power Platform solutions for document management);
  • Technical support for online and onsite meetings (for audio and video equipment);
  • Participating in preparation, management and follow-up of the IT budget.

Qualifications and experience

The tasks require a person with a strong background in the IT sector. Proficiency in Microsoft environment (Office365) is required as well as familiarity with monitoring server environments. Previous work experience with IT support and/or IT maintenance as well as IT vendor management are significant benefits.

The successful candidate shall have:

  • Bachelor’s degree in relevant field, e.g. Computer Science/IT;
  • Minimum of five years of relevant professional experience;
  • Excellent organizational and administrative skills and ability to perform under pressure;
  • Ability to work independently, take responsibility and initiative;
  • Service-oriented approach and excellent social and team skills;
  • Ability to learn and interest to follow and take into use the latest developments in the field of IT;
  • Proficiency in English.

Experience in the following will be considered an asset:

  • Procurement of external IT services;
  • Managing cloud environment server infrastructure (Windows/Linux);
  • ArcGIS Enterprise server environment;
  • Relational database management.

Terms of appointment

We offer a secure, permanent, and full-time contract, starting in June-July 2024. The starting salary for the position is 3.500€ per month. Please note that the HELCOM salaries are exempt from Finnish income taxation i.e. the salary is not subject to income tax.
