Two Project Coordinators – MUNI-RISK/MMinE-SwEEPER

The Baltic Marine Environment Protection Commission – Helsinki Commission (HELCOM) is an intergovernmental organization (Denmark, Estonia, the European Union, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden) with its headquarters (Secretariat) in Helsinki, Finland, working to protect the marine environment of the Baltic Sea. We are currently seeking to recruit two enthusiastic Project Coordinators to coordinate and implement HELCOMs tasks for MUNI-RISK and MMinE-SwEEPER projects. HELCOM is participating in three interlinked projects related to various aspects of management of submerged munitions, and the Project Coordinators will work together and contribute to all three.   

MUNI-RISK is an EMFAF funded Regional flagship project supporting a sustainable blue economy in EU sea basins related to submerged munitions in the Baltic Sea. MMinE-SwEEPER is a Horizon Europe funded Europe-wide project on solutions for munitions remediation.

Responsibilities

The main tasks:

  • Coordinate and support the implementation of MUNI-RISK/MMinE-SwEEPER as the representative from HELCOM, lead the implementation of one work package and provide content expertise in all relevant work packages;
  • Ensure appropriate flow of information between the project and relevant HELCOM groups and decision-making processes and set up working arrangements to ensure that the respective national and regional cooperation processes will be able to contribute to and benefit from the project;
  • Support and ensure synergies between the three interlinked projects;
  • Take part in organizing MUNI-RISK/MMinE-SwEEPER workshops, meetings and events together with other partners in the project;
  • Disseminate project progress and results internally and externally;
  • Actively take part in preparing, editing and commenting project outputs and project reports, guidelines, manuals and other project deliverables and prepare the project reporting;
  • Cooperate, build partnerships and networks with other related EU projects.

The tasks are expected to be carried out independently. However, the Project Coordinator will cooperate closely with the HELCOM staff involved in the work of the HELCOM Working Group on Reduction of Pressures from Sea-based sources (WG Sea-based pressures) and the HELCOM Expert Group on Environmental Risks of Submerged Objects (EG Submerged), who will provide support and general guidance. Close cooperation is also expected with staff involved in the MUNI-RISK/MMinE-SwEEPER and MUNIMAP projects.

Qualifications and experience

The tasks require a person with background in managing hazardous substances and/or munitions, environmental contaminants, or a corresponding field and with experience in policy work and international or regional cooperation. Previous experience working with marine management and/or marine protection as well as data management in an international environment are significant benefits.

The successful candidate shall have:

  • University degree (Masters degree or equivalent) in environmental science, marine engineering, naval science or related field;
  • Minimum of two years of relevant professional experience at the national or international level;
  • Familiarity or experience with:
    • EU project funding and project coordination,
    • Marine/naval/environmental policy at the national or international level and
    • Marine protection;
  • Excellent organisational and administrative skills and proven ability to deliver to tight timelines;
  • Ability to work independently, take responsibility and initiatives;
  • Excellent social and team skills;
  • Thorough knowledge of the English language as well as high competence in IT skills.

Experience in the following will be considered an asset:

  • Experience of international policy cooperation;
  • Experience with guiding participatory processes.

Terms of appointment

For MUNI-RISK project, the appointment is planned to be full time for 3 years, starting in  September/October 2024, and based at the HELCOM Secretariat in Helsinki.

For MMinE-SwEEPER project, the appointment is planned to be full time for 3,5 years, starting in  October 2024, and based at the HELCOM Secretariat in Helsinki.

The salary for both positions is 3.000€ per month. Please note that HELCOM salaries are exempt from Finnish income taxation i.e. the salary is not subject to income tax.
