In Helsinki, on 9 April 1992, the Diplomatic Conference on the Protection of the Marine Environment of the Baltic Sea Area approved the Baltic Sea Joint Comprehensive Environmental Action Programme and adopted the Baltic Sea Environmental Declaration (1992).
