An early step for following up the progress in implementing the Baltic Sea Action Plan were the National Implementation Programmes by each HELCOM member state, most from 2010 and found below:
In general, follow up of the progress of actions in the Baltic Sea Action Plan has been carried out in Ministerial Meetings and since mid-2016, also through the HELCOM Explorer.
