Follow Up of HELCOM Agreements

It is worthy of notice that the reporting has not been completed by all countries, and that some of the completed actions may have a more significant positive impact on the state of the Baltic Sea than some of the non-completed ones.

In addition to specific actions, the Contracting Parties also agreed to implement a number of HELCOM Recommendations in support of the Baltic Sea Action Plan (BSAP).

Please note that the initial BSAP segments “maritime activities” and “hazardous substances” have been changed to “sea-based activities and “hazardous substances and litter” to reflect the expected changes on the naming of segments in the updated BSAP.

The HELCOM Explorer database: tracking progress

Explore the progress made in the region on protecting the Baltic marine environment, and where we currently stand in terms of implementation of the Baltic Sea Action Plan.  ​

The HELCOM Explorer serves to follow-up on the implementation of the actions from the HELCOM Baltic Sea Action Plan (BSAP), adopted in 2007, and commitments made at the subsequent HELCOM Ministerial Meetings in 2010, 2013 and 2018. It also presents the implementation status of selected HELCOM Recommendations.

HELCOM Explorer contains information on both joint actions, which are to be implemented jointly by all HELCOM Contracting Parties such as creating a new Recommendation, and national actions that are to be implemented nationally such as incorporating the provisions of a HELCOM Recommendation into relevant national legislation or guidelines.

HELCOM Explorer is updated on a regular basis.
