The Baltic Marine Environment Protection Commission – Helsinki Commission (HELCOM) is an intergovernmental organization dedicated to protecting the environment of the Baltic Sea. Its Contracting Parties are Denmark, Estonia, the European Union, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden.

We are currently seeking an enthusiastic expert to join our Secretariat team as an Associate Administrative Officer. The position is to support the Administrative Officer in the administration of the Secretariat. The job description is diverse – the focus is on finances, but it also includes a variety of HR related tasks and support in other administrative processes.
Responsibilities
The main tasks include:
- Tasks related to budgeting and tracking expenditures, invoicing and reporting;
- HR related tasks such as participating in recruitment processes, maintaining employee records, occupational health care cooperation, participating in updating different policies and procedures;
- Support in project-related administration and general administrative tasks (e.g. preparing and reviewing different contracts, reports and applications);
- Participating in closing of accounts and preparing the financial statement;
- Support in developing the administrative tools of the Secretariat.
Qualifications and experience
- A university degree (Master’s degree or equivalent) in a relevant field (e.g. economics, business administration, administrative studies) or corresponding education;
- Minimum of three years of relevant professional experience;
- Experience from financial administration;
- Knowledge of modern accounting practices and systems;
- Experience in the administration of EU financed projects;
- Ability to work independently, take responsibility and initiatives;
- Excellent organizational and administrative skills and proven ability to deliver to tight timelines;
- Excellent social and team skills;
- A thorough knowledge of the English and Finnish languages as well as high competence in IT skills.
Experience/knowledge in the following will be considered an asset:
- HR related tasks;
- Working in or with international organizations.
Terms of appointment
The appointment is planned to be full time, starting in August 2025 until 30 June 2030 and with a possibility for a continuation. The vacancy is based in the HELCOM Secretariat in Helsinki, Finland. While HELCOM offers options for partial remote work within the country, the successful candidate will be required to relocate to Finland for the duration of the contract.
The monthly starting salary is 3100 €, with annual increase. Please note that the HELCOM salaries are exempt from Finnish income tax.
