Baltic Climate-Resilient Coastal Planning Network

Background

Spatial planners in coastal municipalities face multiple challenges when planning on land and at sea. They must navigate regulations at local, regional, national and supranational levels, define clear objectives and ensure early engagement of stakeholders from all sectors.

Adding to these complexities is the growing challenge of climate change. How can municipal planners respond to sea-level rise and extreme weather events? Many lack the tools, processes and methods needed to address these issues effectively, leaving them overwhelmed and uncertain.

Baltic Climate-Resilient Coastal Planning Network (Baltic PlaNet) addresses this issue. It brings together coastal municipalities to unify their responses to extreme weather events through joint spatial planning, offering practical tools, training and peer exchange to protect natural and urban areas.

Objectives

The Baltic PlaNet platform is an initiative dedicated to strengthening the climate resilience of coastal municipalities across the Baltic Sea Region. The project aims to enhance the capacity of municipal authorities to integrate extreme weather considerations into spatial planning, while safeguarding natural ecosystems and built environments.

Approach

Through a range of tools and resources from 11 projects, the platform assists coastal municipalities in assessing climate risks, identifying vulnerabilities and developing effective adaptation strategies through collaboration.

Among the wide variety of resources are the Sea2Land Navigator, Beach-SOS adaptation pathways, MSP-Green Recommendations, existing and evolving networks, cooperations, and collaborative approaches (including results from projects such as PASPS, eMSP NBSR, NESBp, Planners’ Forum, ClimaResponse and MoRE).

Project partners & HELCOM’s role

The project is led by the Climate Service Center Germany (GERICS), an organizational entity of Helmholtz‐Zentrum Hereon. HELCOM participates as a project partner, contributing expertise in marine spatial planning and transnational cooperation. The Sea2Land Navigator, whose development is led by HELCOM in the Baltic Sea2Land project, will be adapted under Baltic PlaNet to ensure the municipal planner can address issues related to extreme weather events.
